czar32.dll is a module belonging to Czar Dll from SMC ³.
Non-system processes like czar32.dll originate from software you installed on your system. Since most applications store data on your hard disk and in your system's registry, it is likely that your computer has suffered fragmentation and accumulated invalid entries which can affect your PC's performance.
